Board of Equalization Memorandum
This is the formal document that describes how much revenue California could gain with a complete shift to the split-roll tax. Using numbers from the 2006-2007 fiscal year, the Board of Equalization estimated that, if all Prop 13 protections were removed from commercial and corporate real estate, the state could generate as much as $7.5 billion in revenue. In her Open Letter to Warren Buffet, Jennifer Bestor seeks to explain the inequities inherent in the Prop 13 legislation that was passed by California voters in 1978. While it was intended to protect homeowners and those living on a fixed income by creating a reliable property tax structure, it has actually been most beneficial to commercial property owners, increasingly shifting the tax burden onto residential properties.
